It was included an explicit sentence recommending to first check existing issues before creating new ones, in order to avoid duplicity and decentralization.
It was also documented the current colors used by labels.

Small updates to the documentation regarding the creation of new issues and the current colors used in labels.
Rationale:
For the issues related commit, the intention is to avoid duplicated issues or decentralized information.
For the labels related commit, the intention is to avoid future misalignment of colors and keep a standard for new labels.
