Also adds
architectureproperty and fixeswith_halo(new_halo, old_grid::VerticallyStretchedRectilinearGrid).This is a major breaking change to the API for
VerticallyStretchedRectilinearGrid.Resolves #1605 .
Need to bump version before merging.
