CompatHelper: bump compat for "NetCDF" to "0.11"

This pull request changes the compat entry for the NetCDF package from 0.10 to 0.10, 0.11.

This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.

Do not merge this to main until the bug of NetCDF v0.11 has been fixed. The bug is related to netcdf v4.7.4. For some reason, it fails to read UInt16 (as a result, grdding the MODIS data using NetCDF v0.11 does not work). See JuliaGeo/NetCDF.jl#138 for more details
