I can get the mission (clear out the back bay) stuck in limbo. (Cannot complete)
Steps To Reproduce
Steps to reproduce the behavior:
Make a player that starts at the refugee center
accecpt the mission "clear out the back bay" from the front desk merchant
instead of going into the room, knock on the door (make noise) and lets the zombies break though
let the guards kill all the monsters without helping.
The quest neither succeeds nor fails, but forever sits telling me to clear out the back bay.
Expected behavior
A failure indication and removal from quest log, like when an NPC who gave you a quest and then dies.

I tried moving to the exact quest location to resolve this, thinking maybe the quest isn't necessarily coded for the kills, but rather just making it to the other end of the zombie room, but it still doesn't update the quest.
