Sails can't be installed on vehicles

Describe the bug

A boat sail is independently craftable in the crafting menu. Looking into the files, it appears that the sail was at some point usable, but not at the moment.

Steps To Reproduce

1. Make a sail via the crafting menu / spawning in.
2. Find a vehicle to install sail onto.
3. Search list in vain for sail.

Expected behavior

The ability to install the sail.
