What was done

• Change form item description styling

How to install

• Make sure your instance is up and running on latest dev branch.
  • git pull origin dev
  • make fresh
• Update the HDBT theme
  • composer require drupal/hdbt:dev-UHF-10711-fixes-2
• Run make drush-cr

How to test

• Make sure the form item descriptions still look normal after the change. For example in here: https://helfi-kasko.docker.so/fi/kasvatus-ja-koulutus/varhaiskasvatus/varhaiskasvatus-paivakodissa/etsi-kunnallisia-paivakoteja
• Make sure the https://hel-fi-drupal-grant-applications.docker.so/fi/hakemus/iakkaiden_kulttuuri_ja_liikunta/6916/muokkaa descriptions in form items also look nice and don't have huge amount of spacing around them.
• Check that code follows our standards
