Use a central definition for Java includes and use it in drivers. Fixes build breakage for the SI470x driver and is more future-proof. Signed-off-by: Wolfram Sang <wsa@kernel.org>

RTL-SDR driver is tested. SI470x driver is yet only build tested. I hope to have a working device for it soon.
