Use actors v16.0.1 to fix the StateCirculatingSupply RPC method

Changes introduced in this pull request:

• Bump actors to v16.0.1. This fixes a corner case in the StateCirculatingSupply RPC method.
• No testing yet. Testing will be part of Regression testing for RPC methods #4657.
