Learn about vigilant mode. 
1. write the whole app using WPF to solve resolution problem
2. add rule editor and pac mode

This is a beta release and may contain MANY BUGS. Test it at your own
risk.

PAC mode may cause mutiple "HTTP Auto Proxy Detection Worker Process" on
Windows 10 1809. This is a bug of Windows 10.
