Describe the bug

When you goto either the User Admin or User Group Admin page, and then edit a user and go to the "Graph Template Permissions" tab, you will found that there are no unused Graph Templates that show up. This can lead to unintended consequences in the Cacti security model. Additionally, the Row Counter was not correct on the User Group Admin Graph Templates Permission page.

Expected behavior

Make Cacti less buggy
