Describe the bug
Blank page and does not auto-logout if current user has not page permission

To Reproduce
Steps to reproduce the behavior:

  1. Browser#1: Login with 'usera', access 'Graph Template'
  2. Browser#2, access Cacti-->User Management-->'usera'(edit)
  3. Browser#2, remove 'device template' permission
  4. Browser#1, click 'device template' from navigation menu
  5. Browser#1, see 'blank page'
  6. Browser#1, reload page by F5, auto-logout like screenshot below

Expected behavior
auto-logout, make sure step#5 like step#6

Going to address this a little bit differently.
