Fix missing schemas on Pip install - other major changes and improvements

• Adding GitHub actions to validate the python on push with Black, Flake8
• Add GitHub action to validate building of the python package
• Add GitHub action to validate yaml files with yamllint (primarily github actions themselves)
• Fix missing schemas on Pip installs
• Broke up besapi and bescli into separate modules and a bunch of refactoring to make that work. It works, though the cross importing of each is kind of odd.
• Significant improvements to the functionality of bescli
• reformatted and revalidated all files with black formatter.
