Limits on enumerated telemetry items

Cosmos explicitly prevents defining a telemetry item with both LIMITS and STATE. What is the reason for this? Is there a recommended way to implement limits on an enumeration?

States have the option of providing a color with each state. The color acts like limits and can trigger limits responses.

So, I shouldn't expect to get limits or colors on state values from enumerations in XTCE definitions. Do limits not work on States i.e. if I removed the 'raise' lines for those errors, would I end up with other runtime errors when limits are evaluated because of checking against the converted value?

Or potentially just unexpected behavior (I'm not sure if ruby will natively compare strings and integers)
