downgrade to next and react latest versions. Update rest of packages. Fix unmet peer deps.
This is to use server actions instead of the old pages api router with trpc. This was both for that reason, but also to better work with next and separate use server and client stuff.

Was merged with failing sonarcloud, as these issues were not new, but simply the existing errors, that was registered as new, as the conversion to a monorepo had to move the code marking it as new. |

Restructure to use TurboRepo as a monorepo, which is going to be used for splitting up ui components at some point.
Also changes the use of TRPC to next-safe-action to simplify the backend as well as to better work together with Next.
