Add MaaS FT chat-completion notebook

Took reference from @sagarsumant 's PR here: #3135

• Consolidated the finetune job submission and deployment and inference in one end-to-end notebook.
• Added way to programmatically get the finetuned model from job.
• Added way to programmatically get the serverless endpoint keys for inferencing.
• Misc improvements

I think the current path is fine, Once the notebook is published, we will add a link to the notebook in the model cards for models that support MaaS FT in the Azure AI/ML catalogs to help with discoverability
