"Microsoft.ManagedIdentity" SDK update generated from API swagger #29684

This PR adds support for 2022-01-31-preview version available in public swagger repo Azure/azure-rest-api-specs#19548

This version is signed off for a public preview.

All changes are generated from swagger schema and test cases added for newly added resources.
