Fixed the link after the github io restructure. #17067

The github io page is restructured which we can centralize the script for all languages. We currently depends on the release page to categorize the service and its artifact packgages.
Here is the new page.
https://azure.github.io/azure-sdk-for-java

Here is the csv page the service name reads from: https://github.com/Azure/azure-sdk/blob/master/_data/releases/latest/java-packages.csv

I probably get to update it again #17086

github io put the most commonly used mgmt SDK to the OTHER section...
