Add Azurite requirement for local deployment of samples

Currently we need to have an emulator such as Azurite running locally to deploy the functions from the samples folder. We should at the very least document this - but ideally add it to the launch tasks such that it installs and launches it.

Could add a package.json and then add it to dev dependencies, then add npm install to debug tasks and launch from there.
