{App Service}: Update Web SDK to 7.1.0 and 2022-09-01 API #27789

Related command

Description
This PR updates the Python Web SDK (azure-mgmt-web) version to 7.1.0 and the default api version to 2022-09-01. No breaking changes were introduced in this version according to https://pypi.org/project/azure-mgmt-web/.

Testing Guide
All appservice tests have been rerun and new recordings have been uploaded
