new ansible role for CentOS, Alma, Ubuntu to update packages and reboot if required
role applied on jumbox, grafana, ccportal, scheduler and ondemand VMs
add a constraint in slurmctld.service to start slurmctld once the NFS mount hosting slurm.conf is ready
