Additional Accelerator upgrade guidance

Overview/Summary

Added additional module upgrade guidance in the Accelerator wiki page.

This PR fixes/adds/changes/removes

1. Clarifying that current pipeline implementation does not trigger what-if validation on module upgrades
2. Added guidance on how to implement what-if for module upgrade process
