chore: de-couple accelerator releases from alz powershell module releaes

Overview/Summary

This PR moves the config file from the ALZ PowerShell repo to this repo. The config file just needs to be updated here in a single place moving forward. The goal of this PR is to de-couple releases of this repo from the ALZ PowerShell repo.

This is the associated PR in the ALZ PowerShell repo: Azure/ALZ-PowerShell-Module#87
