Adds release process diagram to provide context for relationship between ALZ-Bicep and ALZ-PowerShell-Module and what adjustments need to be considered if changes to ALZ-Bicep are made.

1. Adds to contributor guide covering release process diagram to provide context for relationship between ALZ-Bicep and ALZ-PowerShell-Module
