26294: Accelerator - Add ability to import env file and minor fixes

Overview/Summary

Add ability to import env file into GitHub env variables and general fixes.

This PR fixes/adds/changes/removes

1. Related to AB#26294
2. Add ability to import env file and use values as GitHub environment variables.
3. Adding workflow path trigger for logging rg param file.
4. Removed RG GitHub env variables until supported by PWSH module.

Breaking Changes

1. No breaking changes for ALZ PWSH module as no file paths have been changed.
