26294 - Feature - Accelerator Pipelines and Scripts

Overview/Summary

AB#26294

Added necessary pipelines and associated scripts for the ALZ Bicep Accelerator feature.

This PR fixes/adds/changes/removes

1. Adds required GitHub Action workflows for MVP
2. Adds PowerShell scripts which either integrate with the GitHub Action workflows or assist with the end-user automation.

Breaking Changes

1. No breaking changes as this is a new feature separate from all other aspects of ALZ-Bicep.

Testing Evidence

Pipelines and associated scripts have been tested in the following repository: https://github.com/oZakari/ALZ-Bicep-Accelerator/actions
