Overview/Summary

Pipeline for ADO unit testing.

This PR fixes/adds/changes/removes

  1. Converted bicep unit tests in github workflow format to ADO format.
  2. Add parameter files to all deployments.
  3. Fix issue with gitManagementOutput not being set.
  4. Only run deployment and cleanup steps if subscription is created
