Algorand Staking Release

This version supports the new staking release for Algorand.
If your account is eligible to earn rewards (at least 30k Algo), then when you go online or update your keys, you will be registered for rewards. See https://github.com/algorand/go-algorand/blob/master/heartbeat/README.md for more information. Note that it will cost 2 Algo to flag your account as eligible for rewards. You should hold off on signing the go online transaction or update key transaction until the protocol actually goes into effect in a few days.

I've also added telemetry support for nodely. Once you enable telemetry, a new link will appear on the dashboard that will let you view your node's telemetry.

Also added is a dedicated Pera Wallet button. Pera technically worked under the Defly button but it caused confusion, so I just added a button for Pera.

Voi Network Migration

Important: Before installing the latest version, make sure you go offline with your testnet accounts and wait 20 minutes for the changes to take effect.

This version of A1CN replaces Voi TestNet with Voi MainNet. After upgrading to this version, you will not be able to run a Voi TestNet node any longer.

WARNING: Node Downtime

This version uses a new version of go-algorand. As part of the update, a DB migration will be performed. During this time, your node will be offline. Make sure your accounts are offline before upgrading. The downtime is approximately as follows:

Voi: ~10 sec
Algorand: ~10 min
