Use the global slot (block height) for tracking the solana indexing progress as it relates to notifications, otherwise notifications will be gated on the most recent transaction in each program

I'm not entirely clear on how the latest cluster slot relates to progress of indexing? As in - the relative progress of indexing is only to the latest transaction for the program, unrelated to the cluster block height |
@hareeshnagaraj linked in slack - basically without this we could have "dead zones" where there's no new transactions for eg. tips while there's tons of plays, but we'd never be able to confidently move forward with notifications until all the indexers are past a slot so all the listen milestones would have to wait until another tip came in. Thus we have to make sure that the "last slot seen" keeps moving even if there aren't any transactions for a given program so that notifications can confidently go out without risk of double counting or missing notifications. |

How will this change be monitored? Are there sufficient logs?
Can check redis but also logging out the result of
get_max_slot()
