It doesn't work

This is useless, you need to be more precise. File a Bug-Report. Also, that's not a question.

I click on ProvinceSetUpper.py but nothing happens/what do I use to open it with?

Make sure you have Python framework installed. Especially Python 3.7.0. Just use the executable bundled with the current Release

The output is weird and garbled

That's not a question. Make sure the .csv file is properly set up, according to the Set-Up step explained in the help.

It crashes when I try to type into the Start ID

Known, see GH-8. Make sure you're only typing proper numbers. Fixed

Why is there a comment with the rgb right behind the actual entry?

That's the proper rgb value notation method. I'm also using a plugin in Atom that automatically colours that text in the proper colour, allowing me to see that colour value right within the editor.

Will there be a feature that takes care of [X]?

If it's not already in the works or thought of then...maybe? Who knows. You're welcome to complain with a feature request

A CK2 update came out and broke this tool, when will the update be released?

No idea. If I'm not updating it, you're welcome to shot me a message and fork the repo, repair it and do a pull request.

Why are there no history\titles files being generated for baronies?

Baronies are unplayable and thus are automatically populated by random lowborns and barons at gamestart and often have open-elective succession law, meaning there is no history for them. This means around 85% of baronies don't need a history file; if you want to give a specific barony to a specific character, then it's easiest to just do that by hand.

Setupper is not even a real word

Your face is not even a real word

Do I need to credit you?

If you use it to make a map, credit is not needed, but it would be nice and boost my ego if you do. And shot me a message while you're at it, I'm always curious what people create. For everything else, see the GNU-GPL-3.0

I actually like your placeholder flags, can I use them in my project?

I mean, it's only 16 flags (currently) so hardly enough for an entire map, but sure I guess.
