Althea-L1 has been noncompliant with cosmos protobuf standards by not placing its protos under an organization prefix. The new prefix is "althea"

Althea-L1's protos lack the organization prefix other chains use, because gravity never did this (it should be gravity.gravity.v1.whatever). This has been fixed by updating the protos, then compiling them, then updating the althea-net/proto repo and releasing a new althea_proto version, then updating deep_space, and finally updating the integration_tests in this repo.
