Add Configs CI

In a similar vein to https://github.com/ACCESS-NRI/access-om2-configs/, add CI for configurations, including the release-* and dev-* config branches.

Todo:

• Consolidate CI from access-om2-configs into a parent repository. See Move CI from access-om2-configs/reproducibility into this repository model-config-tests#23
• Add appropriate branch protections to main, release-* and dev-*
• Add appropriate GitHub environments
• Add simple .github/workflows

Extra credit:

• Make this style of *-configs repository a public template, like https://github.com/ACCESS-NRI/model-deployment-template. Done in https://github.com/ACCESS-NRI/model-config-tests/

• A consolidated configs CI, via Move CI from access-om2-configs/reproducibility into this repository model-config-tests#23
