[resty.ctx] library for sharing ctx to subrequests

this is needed to share ngx.ctx to subrequests or internal redirects

quite similar to https://github.com/tokers/lua-resty-ctxdump
implementation based on suggestions from openresty/lua-nginx-module#1057
