Dockerfile updates for EKS environments

🛠 Summary of changes

• Updated the containerization Dockerfile to download and configure the AWS rds-combined-ca-bundle key. This will allow IDP EKS pods to access RDS databases.
• Updated the containerization Dockerfile to configure nginx and puma at launch time based on the name of the environment
• Updating letsencrypt scripting to account for differences in domain name among different environments

📜 Testing Plan

Provide a checklist of steps to confirm the changes.

• Deploy PIVCAC pod in the sandbox EKS cluster. Confirm that pod is functional and accessible
• Confirm that PIVCAC connects to its RDS database
