Today, there are conformance programs for API Mediation Layer Integrated APIs, App Framework Applications, CLI plug-ins, and VS Code Extensions. The Zowe Explorer IntelliJ squad could construct requirements for conformant IntelliJ plug-ins that benefit the mainframe ecosystem. You could use one of the existing criteria as a starting point. The one for VS Code extensions may be similar - https://www.openmainframeproject.org/projects/zowe/conformance/test-evaluation-guide
