Content: Edit Content Item - Head Tags Tab - Cannot Scroll to see buttons for 4th Head Tag

Problem:

A customer has reported:

if an item had more than 3 head tags, the 4th one will overflow the scroll and you cannot get the buttons on the bottom of the tile.

This is validated by our support team and myself. See screenshot below where I cannot reach the create head tag button for the 4th head tag. This is particularly frustrating our customer as they want to be able to immediately create more than 3 head tags.

Solution

The user should be able to scroll all the way to end of the container and see each head tag card and it's contents (aka buttons).
