After we have the groundwork in #7123, we should be able to undo newly created tables, as they should ideally not be loaded into master memory, after a restore.

Given our current master heartbeat path, this should be good enough for the master to ask respective TS to delete any tablets on tables that are not supposed to be around anymore...
