[xCluster] DDL replication - support sequences

Description

In addition to the usual automatically repeat the DDL creating or
altering a sequence on the target universe, it will be necessary to
ensure that the resulting sequence pg_class OIDs have the same OIDs as on
the source universe.

Aka, pg_class OIDs must be preserved across the universes for at least
those OIDs belonging to sequences as DDLs are done. (Bootstrap takes
care of setting them up as the same initially.)
