Improve Issue templates

Description

As we only have issue templates for "Feature Request" and "Bug Report", I think we should add a new issue template for adding new components.
We should also fix the placeholders, descriptions and links to match the purpose of Yamada Components.

Are you willing to participate in the development of this feature and create a pull request?
