Allow one to specify the NickServ user via the IRC Configuration

NickServ may not always be named "NickServ". We should add a configuration item that sets what the NickServ user is on the server. We should, however, default it to NickServ so existing configs do not break.

To change the name to send the IDENTIFY message to, add the following to the IrcConfig:

    <nickservnick>CustomService</nicks

This is defaulted to "NickServ" if not specified.
