There are two kinds of alarms, labeled notification and signaling. It seems obvious that signaling is more urgent, and there is a notion that notification is just a display and signaling makes noise.
However, i find that the notification alarm makes noise, and does so even when my phone is in priority mode. And, I see only one notification channel (Lineage 15.1).
To resolve:
set up two notification channels, "distant" and "close"
default distant to "low", display and no sound
default close to "high", display/buzz/sound
ensure that both channels are not configured to override priority mode (by default)
Quiet hours (#44) is related, in that one might want to let close notifications override priority mode, but still suppress them at night. Android really needs separate concepts of "user is asleep and wants noise only for emergencies" and "user does not want to have noise for non-important things".
