Expected behavior

Empty and loading screens of People should be centered on iPad.

Actual behavior

Empty and loading screens of "People" are not centered on iPad

Steps to reproduce the behavior

Log in.
Your account should have permission to manage people.
Tap People from "My Site".
Check loading case and empty list case.

Tested on iPad mini, iPadOS 17.4.1, Jetpack iOS 24.8 (DEV)
