Can't add blocks to Product layout in All Products

Describe the bug

Product layout in All Products should modifiable. While it's possible to remove the blocks, they cannot be added. Plus sign doesn't appear.

To reproduce

Steps to reproduce the behavior:

1. Go to Editor
2. Add an All Products block
3. Enter the "Edit the layout of each product" mode (click on the pencil icon)
4. Try to add a block between existing blocks

Actual behaviour

Blue line appears signalling it should be possible to add a block, but plus sign doesn't appear. New blocks cannot be added. Clicking does nothing.

Expected behavior

Except for blue line, the plus sign appears. Clicking on it shows the modal with available blocks.
