Validate date to be today +/- 28 days.

Error message if the user enters a date before/after:
Date needs to be between 12 November and 7 January
Call us if you stopped using your travel pass before 12 November

Dates in the error message should be dynamic +/- 28 days.

Call us link sends user to the "You can't do this online" page.
