Bug report: Crt issue

There are graphics glitches in most homebrew apps and mii maker.

It only happens to the CRT not HDTV
Wii mode has nothing to do with this issue. Only Wii U mode with aroma and 480i 4:3.
Notice the FPS counter?

Since the bug is taking longer than expected to fix I'm closing this issue and still waiting for someone to fix it.
