This is the same idea as with #685

We have two deps that are not required during CI or production: https://github.com/wemake-services/wemake-django-template/blob/master/%7B%7Bcookiecutter.project_name%7D%7D/pyproject.toml#L47-L48

We need to move it to the separate extra category of dependencies.
