Annotate different debate names in the debate records #392

We are currently annotating interpellation debates and in that work, we annotate the name of each debate. In the long run we want to capture every debate name that is stated in the debate record (e.g. party leader debate, budget debate, allmänpolitisk debatt, etc). This would make it easier for hum-sam researchers to work with the material.
