Reduces packup setup time on CI from ~4 min to ~30 seconds. Requires some additional setup

uv is a new, very fast, very popular approach to handling Python installation and dependency management. I've been using it since last year and love it. Switching to uv reduces setup time for GitHub Actions by over 3 minutes.
