I've been looking at options. The .rs might be pushing it, chapte.rs is taken so it'd have to be webchapte.rs, and it's expensive. Also, I wonder if the singular isn't better so you can have paris.chapter.

Note that there's also a .er TLD, but even their NIC is down... .web would make a lot of sense but it's still in early phases.

Here are some that are free:

• chapter.foundation
• chapter.house (Because "the paris.chapter.house" works nicely and we can talk about the "world.chapter.house" or the "web.chapter.house". Also http://en.wikipedia.org/wiki/List_of_Dune_planets#Chapterhouse.)
• chapter.rocks (Because it does)

There are also things like .community and .technology but frankly who has time to type a TLD like that?

Think the domain name should be about the overall goal of the project rather than about a particular form of organization in might (or might not) take.
