I tried searching the wiki for a link about fast-unstake, but couldn't find any section devoted to it. I would think it would be on here: https://wiki.polkadot.network/docs/learn-staking

At the least it should include a mention of what it is and link to here: https://support.polkadot.network/support/solutions/articles/65000169433-can-i-transfer-dot-without-unbonding-and-waiting-28-days-

Seems like fast unstaking was referenced in #3991 but not included?

It's not live yet on Polkadot, but will be soon. It is live on Kusama but I also don't see any information about it on the Kusama Guide.
