Move to CR?

The spec has been ED for a while without much changes, we should figure out whether there's any blocker for CR and if not should proceed. (Just mentioned in TPAC 2024 webapps session)

It'd be nice to resolve the non-enhancement issues, namely:

• Spec behavior for terminated agents #24
• Specify bfcache behavior with proper tests #81
• Held lock on worker and garbage collection #107 (if that's not just an implementation bug)
• Queue a global event loop task from parallel queue algorithms when running script #108

I don't know if those would be considered CR blockers, though. Also, I'm unlikely to have cycles to contribute PRs here for quite some time, but I might be able to do reviews.
